这个节日是 Herceg Novi 对淡季的回应——在海岸其他地方都还静悄悄的时节，用两周时间围绕鲜花、音乐与美食而展开。黑山少有哪个活动能承载如此浓厚的本土认同感，也没有哪个活动能如此响亮地宣告亚得里亚海春天的到来。
超过半个世纪的举办历史，使这个节日成为小镇性格的一部分，而不仅仅是日历上的一个项目。2026年的口号概括了这种氛围：这是海岸年内的第一个庆典，在周边夏日小镇仍然紧闭门户之时举行。
