Bihorsko kulturno ljeto — Bihor Cultural Summer — is the umbrella festival of the Bihor region around Petnjica, filling the Culture Center and open-air venues through July and August. More than a dozen editions old — the twelfth opened on 4 July 2025 — it runs with the support of Montenegro's Ministry of Culture.
Bihor is a region of green hills and scattered villages in Montenegro's northeast, and Petnjica, its small administrative heart, is the kind of place where a festival audience and a family reunion are often the same crowd. Summer here is measured in visits, weddings and returns, and the festival gives that season its stage.
Its defining trait is the homecoming. Petnjica's diaspora is among the largest, proportionally, of any Montenegrin municipality, and the summer festival is timed for the weeks when families return to the Bihor valley. Concerts, literary evenings and exhibitions follow one another through the two months, staged for locals and returnees together.
The season builds toward its traditional finale: the International Folklore Review, which marked its tenth edition in 2024. Costumed folklore ensembles from abroad join local groups for a closing spectacle that ranks among the biggest events of the year in this corner of the northeast.
For outsiders, the festival is an invitation into that intimacy: audiences make room, conversations start unprompted, and the folklore finale turns the whole town out of doors. It is one of the least touristic cultural experiences in the country — precisely because it was never designed for tourists.
All events are free. The programme runs from early July to the end of August across Petnjica's Culture Center and open venues — a chance to experience a small municipality at its liveliest, when the valley's scattered global community comes home.
