Austrian fortification from 1860 on Spas Hill above Mogren Beach
Mogren Fortress, originally Fort Jaz, is an Austrian fortification from 1860 on Spas Hill above Cape Mogren, about 1 km west of Budva's Old Town.
It served as a barracks and military stronghold guarding Budva's western border and the town from sea attacks. During World War II it was used as a weapons depot, and in the 1979 earthquake it was heavily damaged and never rebuilt. Today it is an open ruin with preserved walls and bunkers, reached by an asphalt road or a trail from Mogren Beach, offering views of Sveti Nikola Island and the Bay of Budva.
Highlights

The Austrian army built the fortress in 1860 as a barracks and military stronghold – the guardian of Budva's western border – in a position suitable for protecting the town from sea attacks. According to Rašo Pavićević's book 'Werk', it was renovated in 1882. It was named Mogren after the collapse of Austria-Hungary, after the cape below.

During World War II, weapons and ammunition were stored in the fortress and tunnels. The 1979 earthquake severely damaged it and it was never rebuilt. Today, the fortress walls – best preserved is the protective wall on the northern side – and war bunkers are visible. Move carefully, as the walls are partially collapsed.

From about 110 m above sea level, the view encompasses the entire Budva Riviera – from Jaz Beach to Buljarica – including Sveti Nikola Island and the Old Town of Budva. The fortress is a popular spot for sunsets.

Below Spas Hill are two sandy Mogren beaches, connected by a passage through the rock, reached by a promenade from the Old Town. From Mogren 2 beach, forest trails lead uphill to the fortress on foot.

In 2025, the Municipality of Budva invested about 60,000 euros in lighting the road from the bypass to the fortress, infrastructure, and water supply, with plans for the space to host cultural programs. The Grad teatar festival had programs at the fortress above Mogren in 2025.
